Harbor Freeway Demolition In 1968 Governor Tom McCall halted expansion of Portland's riverfront Harbor Freeway and created a task force to study options for replacing Harbor Drive with a public place that resulted in the demolition of the freeway in 1974. This was the the first time a U.S. freeway had ever been removed and not replaced.
Bottle Bill The Oregon 1971 Bottle Bill was the first in the U.S. and resulted in greatly reduced litter and helped start the recycling movement.

Grande Ronde Plank House 2011 Urban Growth Boundaries Spurred on by McCall's 1973 speech where he warned of a "shameless threat to our environment and to the whole quality of life—unfettered despoiling of the land", Oregon adopted Senate Bill 100. The bill required cities and counties to prepare comprehensive land-use plans and zoning ordinances that met ten broad goals including: providing open spaces; preservation of farm, forest and other natural lands: air and water quality; and containment of urban growth.
Beach Bill In 1967 McCall spearheaded passage of one of the most far-reaching measures of its kind in the nation: a beach bill that established public ownership of the land along the coast. Architecture Round Barn c1880
